Meeting Minutes from February 13, 2023
Call to Order: 7:03 pm

Approval of Minutes: Approved – January 9, 2023
Visitor Discussion: Kelly Sharp, 832 Marlborough Spring Rd. Ms. Sharp wants guidelines or directions on making improvements to the spring house remains on her property, a EHMC historic resource. After much discussion, J. Rosecrans recommended a qualified mason and Landscape Architect will give the proper guidance.
Old Business – Updates: o Photos of historic resources were taken over the last few months and submitted today by F. McGrail & L. Kinter, S. Beach & C. McDougall. Historic Resource numbers were applied to the known houses. The group took additional pictures of houses that may or may not be on our historic inventory list. o HARB Historic Resources: S. Beach and J. Rosecrans used ChescoViews https://arcweb.chesco.org/cv3 to look up parcel numbers of the original properties on the national register index and overlayed the current zoning map and corrected its outline based on those tax parcels. In addition, subdivisions to many original properties have created additional tax parcels within the district that need to be numbered and cataloged by the HARB o Newsletter ideas: Define the responsibilities of EMHC and HARB. Include Key maps and link to our web page. Technology - Update: o Frank stated he has renewed the website hosting for a fee of $119/year. o $99 quoted to make the site is secure. It would include a secure URL (https:) which will encourage people to visit our site and help protect us from liability o F. McGrail updated Officers and Meeting Calendar on the site.
New Business – Update: o Chester County Historic Preservation Network Leadership luncheon on March 18, 2023 o 617 Unionville Rd, tax# 61-5-97 was a schoolhouse until 1926. The Fairview School and needs to be added to historic inventory list along with any others found during the recent documentation.

Old Business – Update: None Technology - Update: Frank M updated the process of acquiring a SSL Certificate for the HC website and shared the recent activity on EMHC web site
New Business – Update: o UHARB/EMHC - East Marlborough Township Newsletters o Spring/Summer 2023 Newsletter deadline April 27th HARB to do an article on 1700 tavern. o Fall/Winter 2023 Newsletter Prepare a brief summary of some of the HARB properties and their owners. o UHARB - Unionville Historic Village Resource Inventory was discussed. John R presented the process that developed the first Draft of list of tax parcels and addresses using the original list, current Zoning Map overlay, and Chescoviews to place the parcels. Additional lots that were missed or considered possible additions were discussed. John R will create a revised map based on the discussion. Lewis K will then create an updated list of properties and tax parcel numbers for the next meeting to discuss. o EMHC - None EMHC

Old Business – Update: o Procedures and Documentation of Historic Properties o J. Rosecrans to update the format of the form, upload recent pictures from members’ flash drives and move to corresponding directories o HC Ordinance, Guidelines o J. Rosecrans to invite Meghan McNish, Eastern Regional Community Preservation Coordinator, to our June joint meeting to discuss what is required for HR ordinance and guidelines. Ms. McNish has sent a self-assessment workbook to be filled out prior to the joint meeting. Lew Kinter will take the lead in filling out this form. o Technology Update: F. McGrail informed members that the EMHC website is now secure and displays https in the URL address o Chester County Historic Preservation Network (CCPN): No news on a spring workshop o EMHC Newsletter article: Deadline for submission is 4/27. Charles and Martha will work on an article about Sandy Flash’s mother’s cabin in Marlborough Village. o Other news: Bayard Taylor home still on the market
New Business: o The Certified Local Government (CLG) report was submitted on March 24, 2023 o Mary Duggan 10-year memorial on April 29th at 1pm o Eusebius Barnard House will be open May 20th from 1to 3pm

McGrail informed members that EMHC has a new site through NetNation.
New Business: o Longwood Gardens o is revisiting the Water Tower Project with a different vendor. Recommend to approve as there is no additional impact to historic resources o is widening Rt 1, to move Cox House 100 to 150 ft. Ordnance allows it. o Marlborough Valley 1900 house @ 405 Marlborough Rd up for Sherriff sale on June 15th

Old Business – Update: o HC Ordinance, Guidelines o Meghan McNish, Eastern Regional Community Preservation Coordinator discussed what is required for HR ordinance and guidelines o Technology Update: None o Longwood Gardens: o Mr. Rosecrans met with representatives from Longwood Gardens to discuss the widening Rt 1 to move the Cox House 100 to 150 ft. Ordnance allows it. Mrs. Beach suggested putting the Cox House on the National Register. Mr. Rosecrans was not willing to be a Class 1 Historic Resource
New Business: o Mrs. Beach stated that she attended the Pocopson Open House and it was tremendous success

New Business: LONGWOOD GARDENS PRESENTED TWO PROJECTS: o COX HOUSE – ROUTE ONE: PennDOT plans to widen Route 1 and proposed placing a concrete barrier in front of the Cox House. To avoid this barrier to the site, Longwood Gardens request approval to relocate the Cox House 100 ft to the north, stabilize and mothball the building for future restoration. o Repair water damage to the chimney, 2x6 plywood to brace floors, remove and replace 20th century windows and doors, needle beam structure, weatherize white louvres, reconstructing basement features, waterproofing foundation. o Documenting windows and duplicate basement windows. o During excavation, any perceived significant items Longwood Gardens will contact John Milner Architects. 2005 University of Penn study showed no evidence of tunnels. MOTION was made to recommend for approval the relocation of this historic resource as per the Ordinance, Section 2411. - Unanimously approved. o TERRACE RESTAURANT AREA: Proposed work is to remove the existing beer concession stand, located in the area of the Terrance Restaurant and replace it will new beer concession with public bathrooms. o Appearance is to maintain the style and proportions of the other support/concession building, change to a gable style roof, 9 individual restrooms. o MOTION was made to recommend for approval the work proposed. The Historic Commission is satisfied that proposal is compliant with our ordnances. – Unanimously approved.

Old Business: o Technology Update: F. McGrail informed members that EMHC website has a new host and page which makes the site more secure and easier to update. Suggestions for the new site were a paragraph about EMHC, FAQ section, link to Facebook. o Chester County Preservation Network (CCPN) will host a workshop on 11/11/23 at the Government Services Building in West Chester for the 250 PA celebration.
New Business: o Residents are dropping off deeds and other items to the EMHC. Since EMHC is not a historic society, it was suggested that someone be appointed as a historian. C. Streitwieser recommended a local historian. o J. Rosecrans emailed the Pennsylvania State Historic Preservation Office (PA-SHPO) East Marlborough Township Certified Local Government Evaluation May 2023 – August 2023 to members. Please review the 67-page document before the next meeting. o Current owners of historic resource #84 at 639 Mill Road, Kennett Square would like to remove an addition to the school house and replace it with a new one. They will need our recommendation for approval. Meeting

Approval of Minutes: o Joint EMHC-HARB Meeting minutes approved for October 9, 2023

Old Business: • Last month, the Board of Supervisors gave approval for EMHC / HARB to proceed with the Certified Local Government (CLG) recommendations
New Business: o S. Waibel presented information regarding new signage for the Unionville Village Cemetery. The sign will one-sided facing Doe Run Road. Unionville HARB motioned to Approval a recommendation for a certification of appropriateness. o Current owners of historic resource #124 at 107 West Locust Lane want to demolish accessory structure to build a new garage. Charles Shock confirmed that the accessory structure is not an historic building. EMHC motion to recommend demolition to the BOS was approved. o Current owners of 107 Poplar Tree Lane to add a deck to the current home. The current home is not an historic structure. The home sits on a property within the Unionville Village Historic District. Unionville HARB motion for recommendation of a certificate of appropriateness was approved. o The following EMHC/HARB 2024 items were approved o EMHC & HARB 2024 budget of $3,000 o EMHC & HARB 2024 elected officers: EMHC - John Rosecrans (Chair), Frank McGrail (vice-chair), Chris McDougall (Secretary); Unionville HARB – Lew Kinter (Chair), Jake Elks (Vice-Chair) o EMHC & Unionville HARB 2024 Joint Meeting dates: the Monday of each month/following the monthly BOS meetings, except July and August. o J. New Business: o The current property owner of 807 Fairthorne Drive would like to demolish the 1984 house. On this property is historic resource #158 which is the Cedarcroft pool and changing rooms. EMHC made a motion of recommendation for the certification of appropriateness to demolish. The motion was seconded and approved.
