Call to Order: 6:57 pm
 
1. Welcome, Quorum, Approve Draft Agenda
Members Present

Visitors and Associates: Susan Beech – HC Member Emeritus/Associate of Archives/Research and
Township Liaison, Jim Chance - BOS Liaison
2. Approval of Prior Meeting Minutes
   a. Approved EMT HC/Unionville HARB Meeting Minutes of November 11, 2025, F. McGrail
      motioned and P. Turner second the motion.
3. HC Review of HR Class 1 Applications and/or Demolition Permit Requests
   a. None
4. Old Business
   a. EMT 2026 Newsletter
Action: Ask L. Kinter to pull an article from the archive
   b. EMT Historical Commission: Update
     i. HC Inventory List Documentation. J. Rosecrans made full sized hard copies of the CCPC
        Historic Resource Map with the intention of adding Historic Resource numbers. It was agreed to
       use Chesco Views to identify the resource address.
Action: S. Beach and Lew Kinter to work with J. Rosecrans to add historic resources numbers to
the map and to finalize updated Inventory List.
     ii. HC Documentation of Historic Resources per HR. There are 166 official historic resources
        approved by the BOS and protected by the township ordnance.
Action: HC to continue to document each historic resource.
     iii. HC Design Guidelines. PENDING
     iv. HC Ordnance revisions. C. Streitwieser received a copy of the current updated Caln Township
HC Ordnances. Caln HC worked with State Historic Preservation Organization (SHIPO).
Action: Create a list of what needs to be updated in our current ordinance. When ready, reach
out to the County and State for guidance and the assistance of the Historic Legal Attorney.
     v. HC Website. 125 visits (136 unique) and 206 pages viewed. Domain renewal is automatic.
     vi. HC Montague Historic Documents and Furniture.
Action: Filing cabinets to be donated by J. Rosecrans and D. Mooberry
     vii. Chester County Preservation Network (CCPN) Spring Workshop. Township paid for
          membership to CCHPN
     viii. America 250 Chester County. F. McGrail to reach out to a professor about performing a
           reading of Dare to Declare - Declaration of Independence.
     ix. Historic Trolley Marker – The marker for the Trolly Stop is ready to be installed. Additional
         markers are planned for Unionville and Marlborough Villages.
Action: J. Rosecrans to speak with Jeff Simpson, Road Supervisor, concerning installation.
     xx. Deed Restriction Template. Template to place on our website, for homeowners to use and
          modify, if they choose, when selling a historic resource.
Action: J. Rosecrans will send original document to P. Turner to update the boiler plate.
     xi. CLG Report 2025
Action: J. Rosecrans and L. Kinter to review the updates made by F. McGrail.
6. New Business
   a. EMT Historical Commission.
     i. Sales and Changes to Properties on HR list
        1. 222 East Street Road. Possible demolition request for HR No.: 44
   b. Commission Movement
        1. Based on the BOS recent decision to remove Lew Kinter from our Commission, C. McDougall
            made a motion to confirm L. Kinter as a Member Emeritus/Associate Archives/Research. P.
           Turner second the motion.
        2. N. Lovekin to advertise for a new HC Board Member, resumes to be reviewed by HC, and
            Board of Supervisors will be asked to approve.

2. Approval of Prior Meeting Minutes

   a. Approved EMT HC/Unionville HARB Meeting Minutes of January 13, 2026. F. McGrail motioned

       and P. Turner second the motion.

3. HC Review of HR Class 1 Applications and/or Demolition Permit Requests

   a. Application is in-complete for 222 East Street Road. Status is pending.

4. Old Business

   a. EMT 2026 Newsletter

No update

   b. EMT Historical Commission: Update

     i. HC Inventory List Documentation. The property list was updated with all known historic

         resources.

       Action: S. Beach, J. Rosecrans and C. McDougall to confirm tax parcel numbers and Chesco View

             address for each property.

     ii. HC Documentation of Historic Resources per HR. None

     iii. HC Design Guidelines. None

     iv. HC Ordnance revisions. None

     v. HC Website. 124 visitors, 88 new visitors, 150 unique visits, and 26 pages viewed. History of

         Unionville is the favorite page. Board members were updated on the site.

     vi. HC Montague Historic Documents and Furniture. Doug Mooberry’s team moved

          Montague’s donated furniture to the Unionville Presbyterian Church. D. Mooberry installed

          filing cabinets for the Montague’s documentation. The Church provided heavy glass tops on all

          the pieces.

     vii. Chester County Preservation Network (CCCPN) Spring Workshop. None

     viii. America 250 Chester County. Possible Dare to Declare Program.

     ix. Historic Trolley Marker – Trolley Stop, Unionville Village, Marlborough Village.

          Action: J. Rosecrans to send an email to N. Lovekin requesting HC budget include two new

             markers.

     xx. Deed Restriction Template.

           Action: P. Turner to email the updated template to J. Rosecrans

     xi. CLG Report 2025

        Action: J. Rosecrans and L. Kinter to review the updates made by F. McGrail.

6. New Business

    a. EMT Historical Commission.

     i. Sales and Changes to Properties on HR list

1. The owners of HR # 59A (Charles Patton House) are asking for advice before they

     complete their design plan.

    b. Board Movement

     1. Martha Walls-Brown’s board position will not be renewed due to health issues. The

         position has been advertised.

     c. Other- Tenant House

1. Owner of 231 E Doe Run Road (HR# 29B) sent an email to the Historic Commission

    and Township Manager brainstorming ideas on what to do with the property.

    Action: J. Rosecrans to contact C. Shock as to whether it is rentable?

2. Approval of Prior Meeting Minutes
   a. Approved EMT HC/Unionville HARB Meeting Minutes of December 9, 2025, and EMT HC
       February 10, 2026. F. McGrail motioned to approve the minutes and C. Streitwieser second the
       motion.
3. HC Review of HR Class 1 Applications and/or Demolition Permit Requests
   a. Application is in-complete for 222 East Street Road. Status is still pending.
4. Old Business
   a. EMT 2026 Newsletter. L.Kinter sent 4 articles titled Four Historians of Unionville and requested
       an EM HC member to review and edit the articles.
      Action: S. Beach to review, edit, and send recommendations to L. Kinter
   b. EMT Historical Commission: Update
     i. HC Inventory List Documentation.
       Action: May 9, 2026, S. Beach and C. McDougall to confirm tax parcel numbers and the address
      of each property using the Chesco View .
     ii. HC Documentation of Historic Resources per HR. None
     iii. HC Design Guidelines. None
     iv. HC Ordnance revisions. None
     v. HC Website. 83 visitors, History of Unionville is the favorite page. Link added to Visit

     vii. Chester County Preservation Network (CCCPN) Spring Workshop. None
     viii. America 250. At the Unionville High School on Saturday July 25th @ 1pm, EMT and HC will
           present Ned Hector, a black revolutionary soldier from Conshohocken portrayed by Noah Lewis.
          Action: F. McGrail to find readers for a Dare a Declare presentation on the same day.
     ix. Historic Trolley Marker – Trolley Stop, Unionville Village, Marlborough Village. Non
     xx. Deed Restriction Template. None
     xi. CLG Report 2025
         Action: The Certified Local Government (CLG) report was sent to the State in March of 2026
6. New Business
   a. EMT Historical Commission.
     i. Sales and Changes to Properties on HR list
1. For sale is a John Milner reconstructed home on Cannery Road on 29 acres with 2
    barns.
   b. Other- Review resumes open HC position
       1. Samantha Marcus
       2. Donald Kinsley
       3. Robert Reilly
All three candidates sent their resumes to EM HC. Present at the meeting was Don Kinsley and
Robert Reilly. J. Rosecrans explained the responsibilities of the EM HC Robert and Don both
spoke about their background and interest in being part of the EM HC.
     c. McDougall made a motion to recommend all 3 candidates and Charles Streitwieser second
        the motion - MOTION APPROVED.
       Action: J. Rosecrans to send an email to Neal Lovekin, EM Township Manager, recommending all
                   3 candidates to the EM HC.
