a. Approved EMT HC/Unionville HARB Meeting Minutes of October 14, 2025

5. Old Business
a. EMT Newsletter. Township sent a draft of the fall newsletter for review of 19th Century History of
Unionville in Maps article prepared by Lewis Kinter.
b. EMT Historical Commission/Unionville HARB Updates
i. HC/HARB: Inventory List Documentation and missing entries.
HC: J. Rosecrans continues to work on confirming information found in the updated list of H.R.
- (HR #129 is 201 Winding Lane.)
HARB: All known properties within the historic district are now compiled on a single list. One
property has been added by approval of BOS. Four HARB suggested properties were not added.
To Do: HARB to refine proposed list and Map to include only one property add by BOS
ii. HC/HARB Documentation of Historic Resources.
HC: Has 166 BOS approved historic resources to date. So far, approximately 20 percent of the
historic resources have been documented.
HARB: Based on the recent BOS approved list of H.R. within the Historic District no properties
have been documented.
To Do: HARB to begin 1-to-2-page document for each H.R. within the HD – Confirming as to why
these historic resources are listed. The Montague family papers are a good resource to start the
process.
To Do: HARB will begin photographing each historic resource. Jon Cox to seek student
volunteers to assist for required HS project.
iii. HC/HARB Design Guidelines. No updates – PENDING
East Marlborough Township

iv. HC/HARB Website. 121 unique visits during the past month. The domain name renewal paid.
To Do: F. McGrail to request permission of the descendants of the local residents before posting
photographs from the Cheshire Hunt.
v. Montague Historic Documents and Furniture. The Unionville Church will be replacing the
carpet in the foyer where the Montague Unionville collection will be displayed. Once the carpet
is installed Doug Mooberry will move the furniture.
To Do: Next Steps are for Lewis Kinter to take lead to officially inventory the furniture and
documents; Purchase appropriate boxes for documentation; Ask Doug Moobery for a source to
order brass markers to identify the donations; Doug Moobery will move the furniture to the
Church; Boxes will be moved into a side room; Some items to be placed in the drawers.
vi. Chester County Preservation Network (CCCPN) Fall Workshop. November 1, 2025 was
attended by F. McGrail and C. Streitwieser. Caln Township will be sending C. Streitwieser a copy
of their newly revised ordnance.
viii. America 250 Chester County. November 17, 2025 Dare to Declare zoom presentation.
ix. Historic Trolley Marker – Trolly Stop
To Do: J. Rosecrans to speak with Jeff Simpson, Road Supervisor concerning installation.
xx. Deed Restriction Template. J. Rosecrans passed out the Deed Restriction used for the sale of
M.T. Brown residence. At the next meeting, HC/HARB will create a deed restriction boiler plate
template to be added to the HC/HARB website

1. 201 Winding Way is on the atlas but needs its address corrected on the inventory list.
No documentation for the property is on file.

3. HARB COA Applicationa. 1711 W. Doe Run Road Rd, UPI 61-2-30 – (fence). A Recommendation for Certificate ofAppropriateness (Conditional) was approved by Board of Supervisors. The fence to be replace IN_KIND to what was there previously or the fence be replaced with a picket fence similar toothers on W. Doe Run Road

b. 1706 W. Doe Run, former Montague home. A Recommendation for Certificate of Appropriateness was approved by Board of Supervisors. Permit request is to convert the existing 4-bay garage into a studio apartment.

4. EMT HC Review of Demolition Permit Requests. No updates5. Old Businessa. EMT HC Spring Newsletter. L. Kinter submitted article 19th century history of Unionville in maps.

To do: Board members to review the article for any grammatical errors made by the original author.

b. EMT Historical Commission/Unionville HARB Updates

HC/HARB: Inventory List Documentation and missing entries.

HC: To add 3 properties, including the East Lynn Grange to the HC inventory. These properties were originally proposed to be in HARB; however, the Board of Supervisors did not approve the proposal. HARB: Board of Supervisors approved 251 Upland Road to be included in the HARB inventory.

ii. HC/HARB Documentation of Historic Resources. No updates

iii.HC/HARB Design Guidelines. No updates

iv. HC/HARB Website. 114 unique visits during the past month. 91 % new visitors. F. McGrail proposed uploading photos sent to HC of the Cheshire foxhounds, the previous Kennel Master of Plunkett and several local residents.

To do: Request permission of the descendants of the local residents before posting.

v. HC/HARB Montague Historic Documents and Furniture. The Presbytery Elders approved the Montague items being placed in the foyer of the Unionville Church. The Church will be open on Wednesdays and Saturdays.

To do: Next Steps are to officially inventory the furniture and documents. Purchase appropriation archive boxes for documentation. Ask Doug Moobery for a source to order brass markers to identify the donations. Doug Moobery will move the furniture to the Church. Boxes will be moved into a side room. Some items to be placed in the drawers.

vi. HC Street Name Designation – Marlborough Village. C. Streitwieser did a quick survey of East Marlborough Township and the street names are now displaying the full historic spelling of East Marlborough.

vii. Chester County Preservation Network (CCCPN) Fall Workshop. November 1, 2025 Susan Beech will RSVP for Chris McDougall and Frank McGrail to attend

viii. America 250 Chester County. On October 20, 2025 is a There to Declare training on how to read the Declaration of Independence.

i. Sales and Changes to Properties on HR list1. East Doe Run Tenant House. Owner requested the recommendation of structuralengineer.

2. Cedarcroft Mansion/Carriage House. Carriage House sold. No contact information.

3. 418 Marlborough Road. Redoing barn. Keep in-kind would like to add windows. DeedRestriction should be used as a template for future HR sales.

4. 327 E Street Rd, Red Lion Property for sale again.

meeting. Re-issued with a quorum. Recommend a picket fence to match the rest of the fences in
the area. Motion made by John Rosecrans, Seconded by John Hodges; Passed by the HARB
board.
b. 1706 W. Does Run, former Montague home. Adding two windows and a small door to the barn.
Motion made by S. Przywara and J. Hodges seconded the motion. Passed by HARB board.

4. EMT HC Review of Demolition Permit Requests. No updates
5. Old Business
a. EMT HC Spring Newsletter. Two proposals were made by L. Kinter. One being the 1870-1880
maps of EMT with a focus on the community and the other is an article on the writings of three
historic EMT female historians.
b. EMT Historical Commission/Unionville HARB Updates
i. HC/HARB: Inventory List Documentation and missing entries.
HC: L. Kinter updated the inventory list but it cannot be completed and approved until the
HARB’s inventory list is finalized. Any historic resources not in the HARB will be listed in the EMT
inventory.
HARB: J. Rosecrans proposed that the East Lynn Grange, part of current Grace Fellowship
Church, be listed in the HARB inventory. Township supervisors to decide.
ii. HC/HARB Documentation of Historic Resources. No updates
iii. HC/HARB Design Guidelines. No updates
iv. HC/HARB Website. From 8/10/25-9/7/25, there were 122 visits and 206 page views.
To do: Ask EMT to relocate the HC/HARB link to the main menu of the EMT page. Continue to
promote our website link in the EMT newsletter.

vi. HC Street Name Designation – Marlborough Village. EMT road crew have replaced some of
the street signs.
vii. Chester County Preservation Network (CCCPN) Fall Workshop. November 1, 2025. Training
is required once a year.
viii. America 250 Chester County. During the 8/27/25 meeting, Kennett Township shared their
plans for America250. For more details go to A250 Kennett Regional Planning Bulletin Board -
Google Docs
To do: Promote Longwood Gardens firework events and other local 250America events on our
township website. J. Rosecrans to contact the Unionville Community Fair board.
6. New Business
a. EMT Historical Commission.
i. Sales and Changes to Properties on HR list. New Bolton to expand a building and parking lot.
Because the changes were not within 100 feet of a historic resource, it is not an issue. Motion
made by L. Kinter and C. Streitwieser seconded the motion. Passed by HC board.
b. Unionville HARB
i. Sales and Changes to Properties in Unionville HARB. 1701 W. Doe Run Road, the former
Catherine’s restaurant and the apartment above is for sale.
c. Other. Trolley sign.
To do: J. Rosecrans and Jeff Simpson of the road crew need to sit down together and discuss
the installment of the trolley rail.

           as it was between 1881 and 1887 by Mrs. William (Ruth) Taylor, Unionville.
        vi. HC Street Name Designation – Marlborough Village. The spelling of Marlborough should be
            consistent on all the street signs

i. HC/HARB: Inventory List Documentation and missing entries
HC: Incorporated all the Longwood National Registry properties
To do: L. Kinter and J. Rosecrans to resolve 3 issues
HARB: Present the Inventory List and corrected Map to the BOS at the next meeting.
ii. HC/HARB Documentation of Historic Resources. HARB to begin working to identify and
document each property. HC will use the county map markers and update the Historic Cultural
Resources Map (Map 2-8).
iii. HC/HARB Design Guidelines. HARB to contact J. Rosecrans when ready to discuss
iv. HC/HARB Website. 88 unique visit, 94% new. Updated with meeting Agenda and Minutes
v. HC/HARB Montague Historic Documents and Furniture: L. Kinter Doug Mooberry, and S.
Beach met with Pat Montague every two weeks to review, and document donated historic
items collected over the years.
To do: Create an archival inventory of items with pictures and a description. Scan images and
create a searchable website. Want to locate a temperature-controlled room to store the
artifacts. Find others in the community to capture their memories of Unionville such as Wayne
Waibel, Lou Mandish, Buddy Driesbach, and Tom Swett. Check with the University of Delaware
for student to assist in organizing and cataloguing items.
vi. HC Street Name Designation – Marlborough Village. James Cornell of Newlin Township
drafted a joint resolution to establish a single name for Marlborough Spring Road.
To do: J. Rosecrans to work with C. Streitwieser to create a separate resolution for East
Marlborough Township and present to the EM Board of Supervisors. Newlin Township will use a
separate resolution and present it to their Board of Supervisors. If both resolutions are
approved, the County will then need to give final approval.
vii. Chester County Preservation Network (CCCPN) Annual Volunteer Recognition Celebration
To do: If interested in attending the event at Historic Waynesboro, June 25th, contact S. Beach
viii. America 250 Chester County. Kennett Township planning on participating in America 250.
Karen Simmons and Karen Marshall connected with Neil Lovekin and F. McGrail. Area
representatives meet the 4th Wednesday of each month to discuss ideas and plans.

6. New Business
a. EMT Historical Commission
i. Sales and Changes to Properties on HR list. 181 E. Street Road HR# 59 - purchased. Owner
wants to restore and renovate.
To do: J. Rosecrans to meet with owner.
b. Unionville HARB
i. Sales and Changes to Properties in Unionville HARB. 1711 Doe Run Road, UPI 61-2-30
unapproved changes to the fence. C. Shock spoke to the owners, they will seek COA.

i. Marcy Gaynor Resignation. The board accepted the resignation

ii. Martha Walls-Brown’s home at 418 Marlboro Road, HR#19, will be put on the market to sell
starting May 30, 2025. Oldest log cabin in Unionville.

reviewing the inventory list. Finding the files incomplete, properties have been subdivided,

iii. HC/HARB Montague Historic Documents and Furniture: Pat Montague has donated a

number of Unionville documents and artifacts to the township. Currently, both the documents

and the artifacts are being store at Kinloch Woodworking.

To do: Request written approval from Pat Montague to upload her recorded interviews to the

Township website.

4. Old Business

iv. HC Street Name Designation – Marlborough Village: Township is requiring a legal

document with the spelling of the street name in Marlborough Village.

To do: Director of Chester County Archive to research

v. Chester County Historic Preservation Network (CCHPN) Spring Workshop Training 2025: No

information yet. Certified Local Government (CLG) requires HC/HARB board members to have 4

hours of education. Pennsylvania State Historic Preservation Office (SHPO) may have something

relevant.

vi. HC/HARB: 2024 CLG Report: Has been completed. Approved by members present to send

to Pennsylvania State Historic Preservation Office (SHPO).

5. New Business

a. EMT Historical Commission

i. Sales and Changes to Properties on HR List: The owners of Cedarcroft are selling the carriage

house. The Tennant House on East Doe Run Road is in visible distress.

To Do: J. Rosecrans to contact owner of the Tennant House.

b. Unionville HARB

i. Sales and Changes to Properties on HR List: Red, white, blue house on Doe Run Road was

sold and new owners built a new sewer system on the property. Montague House on Doe Run

Road sold.

ii. 2025 Officer Selection: New officers John Rosecrans, Chair and Marcy Gaynor, Vice Chair

were unanimously approved.

c. Facilities: Recommend we add four Upland Country Day School historic buildings to our historic

resource list. Recommend to the township that we loan the cobbler’s bench to Cobbler’s Knoll. The

bench should have a plaque that states something to the effect “on loan from the East Marlborough

Township”.

Call to Order: 7:00 pm

o Quorum of EMT HC members was declared. Only one HARB member was in attendance. No

quorum was established.

2. Approval of Minutes

o Approved EMT HC/Unionville HARB Meeting Minutes of November 11, 2024

3. Review of HR Demolition Permit Request

a. HR:04 – Grey Barn. Landhope Investors proposed the demolition of the nail laminated arched

beam roof structure of the existing Grey Barn leaving the stone foundation and lower level in

place. The demolition permit request is due to structural and safety concerns of the original

building. The foundation is in good shape and will remain and be repaired/secured as needed.

The arched roof structure will be rebuilt with structural glulam beams to duplicate the original

shape, configuration, and style of the original building. From the exterior, no noticeable change

will occur with the exception of the reconfiguration of the south and north shed portions of the

building. The new building will be used to host events.

o The EMT HC members present gave anonymous approval of the proposed work. Full

sized drawings were given to EMT HC for their files.
