Meeting Minutes EMT HC/Unionville HARB Meeting on May 13, 2025
Call to Order: 7:04 pm

A quorum of EMT HC and Unionville HARB members was declared.

2. Approval of Prior Minutes
a. Approved EMT HC/Unionville HARB Meeting Minutes of April 8, 2025
3. HARB COA Application. 1704 W Doe Run Road was approved for a fence with the same footprint of
the existing privacy fence – not to encroach into the front yard.
4. EMT HC Review of Demolition Permit Requests. - No updates

5. Old Business
a. EMT HC Spring Newsletter. Swett House Article and 250 Celebration blurb.
To do: Request a draft copy to review.
b. EMT Historical Commission/Unionville HARB Updates
i. HC/HARB: Inventory List Documentation and missing entries
HC: Incorporated all the Longwood National Registry properties
To do: L. Kinter and J. Rosecrans to resolve 3 issues
HARB: Present the Inventory List and corrected Map to the BOS at the next meeting.
ii. HC/HARB Documentation of Historic Resources. HARB to begin working to identify and
document each property. HC will use the county map markers and update the Historic Cultural
Resources Map (Map 2-8).
iii. HC/HARB Design Guidelines. HARB to contact J. Rosecrans when ready to discuss
iv. HC/HARB Website. 88 unique visit, 94% new. Updated with meeting Agenda and Minutes
v. HC/HARB Montague Historic Documents and Furniture: L. Kinter Doug Mooberry, and S.
Beach met with Pat Montague every two weeks to review, and document donated historic
items collected over the years.
To do: Create an archival inventory of items with pictures and a description. Scan images and
create a searchable website. Want to locate a temperature-controlled room to store the
artifacts. Find others in the community to capture their memories of Unionville such as Wayne
Waibel, Lou Mandish, Buddy Driesbach, and Tom Swett. Check with the University of Delaware
for student to assist in organizing and cataloguing items.
vi. HC Street Name Designation – Marlborough Village. James Cornell of Newlin Township
drafted a joint resolution to establish a single name for Marlborough Spring Road.
To do: J. Rosecrans to work with C. Streitwieser to create a separate resolution for East
Marlborough Township and present to the EM Board of Supervisors. Newlin Township will use a
separate resolution and present it to their Board of Supervisors. If both resolutions are
approved, the County will then need to give final approval.
vii. Chester County Preservation Network (CCCPN) Annual Volunteer Recognition Celebration
To do: If interested in attending the event at Historic Waynesboro, June 25th, contact S. Beach
viii. America 250 Chester County. Kennett Township planning on participating in America 250.
Karen Simmons and Karen Marshall connected with Neil Lovekin and F. McGrail. Area
representatives meet the 4th Wednesday of each month to discuss ideas and plans.

6. New Business
a. EMT Historical Commission
i. Sales and Changes to Properties on HR list. 181 E. Street Road HR# 59 - purchased. Owner
wants to restore and renovate.
To do: J. Rosecrans to meet with owner.
b. Unionville HARB
i. Sales and Changes to Properties in Unionville HARB. 1711 Doe Run Road, UPI 61-2-30
unapproved changes to the fence. C. Shock spoke to the owners, they will seek COA.
c. Other
i. Marcy Gaynor Resignation. The board accepted the resignation
To do: J. Rosecrans to inform Neil Lovekin of the resignation. HARB to look for another Realtor
ii. Martha Walls-Brown’s home at 418 Marlboro Road, HR#19, will be put on the market to sell
starting May 30, 2025. Oldest log cabin in Unionville.

2. Approval of Prior Minutes

a. Approved EMT HC/Unionville HARB Meeting Minutes of March 11, 2025 with the following

correction, the word demotion to demolition.

3. EMT HC Review of Demolition Permit Requests – no updates

4. HARB COA Application. 1733 W Doe Run Road was approved for emergency roof repair, applied for

interior permit, additional work must apply to HARB for Certificate of Appropriateness (COA)

i. HC: Inventory List Documentation and missing entries. Jeffrey Veenema, Longwood Garden

sent a property map with buildings identified

To do: J. Rosecrans and L. Kinter will review and finalize list of HR#s.

ii. HARB Documentation of Historic Resources. J. Hodges and J. Cox volunteered to identify and

document each HARB property

iii. HC/HARB Design Guidelines. Work together to form one guideline to fit our area

iv. HC/HARB Website. 113 visits with 86% new visitors. Updated site with more information

v. HC/HARB Montague Historic Documents and Furniture: L. Kinter, S. Beach showed Pat

Montague some photos of local properties to get more insight into their history.

iv. HC Street Name Designation – Marlborough Village: Township is requiring a legal

document with the “correct” spelling of Marlborough. Road papers are not considered a legal

document. Looking to include Newlin Tsp in on this name cleanup.

To do: L. Kinter to send the contact information of James Cornell to Charles Streitwieser

v. Chester County Preservation Network (CCCPN) Spring Workshop Training 2025– no updates

6. New Business

a. EMT Historical Commission:

i. Sales and Changes to Properties on HR list. HR# 59 Patton Property, wanting to demo and

subdivide. J. Rosecrans has fielded calls inquiring about the property.

b. Unionville HARB

i. Sales and Changes to Properties in Unionville HARB. J. Rosecrans has received an email

inquiring about the property on 251 Upland Rd was once a dormitory for the Academy

c. Other: PA 250. Finalize our inventory list and publish. F. McGrail went to the leadership

meeting. Willing to coordinate with Kennett township to celebrate our history

2. Approval of Minutes

o Approved EMT HC/Unionville HARB Meeting Minutes of February 11, 2025 with the following

corrections: spelling of “Jon” Cox and “unanimous” approval of proposed work.

3. Review of HR Demolition Permit Requests

o EMT HC approved partial demotion of Landhope Grey barn

4. Old Business

a. EMT HC Spring Newsletter

To do: S. Beach to ask for the spring deadline date.

b. EMT HC/Unionville HARB Update

i. HC Inventory List documentation and missing entries: L. Kinter, F. McGrail, J. Rosecrans

reviewing the inventory list. Finding the files incomplete, properties have been subdivided,

some addresses are no longer accurate, HR numbers assigned with no information or not on the

map.

To do: Retire HR numbers with no information or not on the map.

To do: J. Rosecrans to contact Longwood Gardens (Penny Person) and request site map and

determine Historic Designation for buildings greater than 50 years.

ii. HC Website: 89 visitors last month, history of Unionville most visited, 5 visitors to the

meeting minutes.

To do: Scan and upload to the website, Our Local Heritage by Dorthea Flood

iii. HC/HARB Montague Historic Documents and Furniture: Pat Montague has donated a

number of Unionville documents and artifacts to the township. Currently, both the documents

and the artifacts are being store at Kinloch Woodworking.

To do: Request written approval from Pat Montague to upload her recorded interviews to the

Township website.

4. Old Business

iv. HC Street Name Designation – Marlborough Village: Township is requiring a legal

document with the spelling of the street name in Marlborough Village.

To do: Director of Chester County Archive to research

v. Chester County Historic Preservation Network (CCHPN) Spring Workshop Training 2025: No

information yet. Certified Local Government (CLG) requires HC/HARB board members to have 4

hours of education. Pennsylvania State Historic Preservation Office (SHPO) may have something

relevant.

To Do: F. McGrail to attend Leadership Luncheon on March 15, 2025

vi. HC/HARB: 2024 CLG Report: Has been completed. Approved by members present to send

to Pennsylvania State Historic Preservation Office (SHPO).

vii. HARB New Member – John Cox: Introduced.

5. New Business

a. EMT Historical Commission

i. Sales and Changes to Properties on HR List: The owners of Cedarcroft are selling the carriage

house. The Tennant House on East Doe Run Road is in visible distress.

To Do: J. Rosecrans to contact owner of the Tennant House.

b. Unionville HARB

i. Sales and Changes to Properties on HR List: Red, white, blue house on Doe Run Road was

sold and new owners built a new sewer system on the property. Montague House on Doe Run

Road sold.

ii. 2025 Officer Selection: New officers John Rosecrans, Chair and Marcy Gaynor, Vice Chair

were unanimously approved.

c. Facilities: Recommend we add four Upland Country Day School historic buildings to our historic

resource list. Recommend to the township that we loan the cobbler’s bench to Cobbler’s Knoll. The

bench should have a plaque that states something to the effect “on loan from the East Marlborough

Township”.

1. Members Present:

Members Absent: HC - Martha Walls-Brown; HARB - Jake Elks, Susan Elks, Marcy Gaynor Fenza, John

Hodges, John Cox, Charles Shock

o Quorum of EMT HC members was declared. Only one HARB member was in attendance. No

quorum was established.

Visitors: Michael C. Bucklin, Landhope Farms, Richard Buchanan of Archer Buchanan Architects,

John Ruff

2. Approval of Minutes

o Approved EMT HC/Unionville HARB Meeting Minutes of November 11, 2024

3. Review of HR Demolition Permit Request

a. HR:04 – Grey Barn. Landhope Investors proposed the demolition of the nail laminated arched

beam roof structure of the existing Grey Barn leaving the stone foundation and lower level in

place. The demolition permit request is due to structural and safety concerns of the original

building. The foundation is in good shape and will remain and be repaired/secured as needed.

The arched roof structure will be rebuilt with structural glulam beams to duplicate the original

shape, configuration, and style of the original building. From the exterior, no noticeable change

will occur with the exception of the reconfiguration of the south and north shed portions of the

building. The new building will be used to host events.

o The EMT HC members present gave anonymous approval of the proposed work. Full

sized drawings were given to EMT HC for their files.

Meeting Adjournment: 7:30 pm. Due to bad weather, the meeting was adjourned early.
